mate, it's when they skip procedures to cover staff shortages. Puts everyone at risk.

I work in the system mate, it's a mess. Morale is shot, people leaving in droves. But nah let's just blame the workers.
some real horror stories from people inside. It's not the workers' fault they're run ragged.
