Glad we finally have some backup fuel, but why's it gotta cost so much? Typical government overspending.

As someone who works in fuel logistics, this is seriously overdue. We've been running on empty for years. Price tag is insane though.
I don't get it. We're an oil importing country. Why don't we just refine our own like we used to?
