Right by my local beach, not going near the water until they figure this out.
Worked on the harbour for 20 years, seen a lot of weird stuff wash up. This is definitely human-caused.

mate, I've seen them take shortcuts with waste disposal. Disgusting.
Probably some foreign ship dumped bilge water with toxins. Happens more than they admit.
