Worked in sports admin for years. This is how it always goes – protect the image, ignore the victims. Nothing changes till someone goes to the Herald.

Having dealt with Hockey NZ before, I'm not surprised. Clicky, insular culture that protects its own. This needs a full independent inquiry.
