Actually, self-reporting reduces penalties under the Fair Trading Act. BNZ likely calculated that the fine would be lower than the cost of a full investigation. This is standard corporate risk management, not altruism.

Worked in banking for 15 years. This is just the tip of the iceberg. Every bank has some 'system error' that conveniently saves them millions. Non-profits get shafted cos they don't complain loud enough.
