nah, general tax means everyone pays. At least this way only insured properties fund it.
Honestly, the current system is a mess. If you don't have insurance you still get the fire service for free, so why should we pay a levy? Make it fair.

As someone who works in insurance, this levy is a joke. It just gets passed onto customers anyway. Just fund it through general taxation like other emergency services.
